If you look at the picture it looks like the heart is the eye of the storm, and the tentacles are the feeder bands. does this mean that the troops are the heat and moisture feeding the hurricane to make her grow?

notice how it expands from the heart/ ie the center of the hurricane and flows in a clockwise manner around the heart, and it seems to be traveling away from the water to the edge of the map

I have another theory on Audrey, you know how easy it is at first to get the tentacles then it gets more difficult as the time goes on, I believe the closer to the heart you are, the easier it is for you to get tentacles, the further you go out from the heart it gets more difficult. I believe it is exponential not linear. So figure a few experience at first then as things go further out by sq you double it or something like that.
