It used to be the case that when claiming sovereignty, your occupying army did not have to remain on the claimed square in order to balance the sov claim in the minimum possible time. This "bug" seems to have been corrected with the new sovereignty fixes. This means that you only reduce the claim time by leaving your army on the square for the full duration of the claim.
