I have upgraded a number of building in my village...also some resource locations. There has been no change in my population or tax.

What buildings contribute to popultation for taxes? Do they stop adding to tax after a certain upgrade level?

The non-basic resource buildings are giving alot of pop.

And set taxes higher to get more tax.

When you mean non-basic, are you talking about anything that is not WOOD, CLAY, IRON, STONE, FOOD?

I have noticed that foundry and carpentry...along with the mage tower and library don't provide population.

Then you noticed wrong. every grain that they use, means 1 population.

Library doesnt give alot pop, you are right in that.

Mage tower will give alot pop at later lvls, so will tavern, common grounds, paddocks, etc
Just look at the buildings that needs more and more food each level instead of 2 each level.
