I'm not sure it has been posted (though quite possibly it has), I will say it again, or for the first time :)

Just as we have to level up our Sov claims one level at a time, we should be able to delevel the sov claim one level at a time instead of selecting delevel and waiting till the appropriete sov level desired and then RE-sov'ing the tile in question to keep it there.

Yes, it has been mentioned.

There would be a requirement that you kept an army on the square. Generally, an army is needed to maintain order while the sovereignty is being established (to prevent rebellion) and when rescinded (to prevent a power vacuum being filled).

So, I think this could be implemented fairly easily: Keep the UI as-is: a simple Cancel Sovereignty button. When the current sovereignty level expires, if there is an army on the square, the decline stops. However, if no army is on the square, the decline continues until level zero (or whenever an army is present when the claim reaches a level).

Actually, you only need an army on the tile initially to be able to claim but you don't need an army on the tile the whole time. If one leaves an army on the tile it only claims your sov faster, and since I keep my armies there anyway due to that very fact :) leaving them there to delevel the sov is no different to me, but yes, I agree

Actually, keeping the army on the square doesn't claim the sov faster.  It is supposed to, that is how it is described, but it does not actually claim sov faster.  The amount of time to claim the sov is set when you first claim it, when of course there must be an army there.  So it doesn't matter whether the army is there for 10 minutes or 10 hours, the time to claim the sov will be the same (at the rate for with an army on the square).  The faster claiming time seems to be something that was an idea that either didn't work or was never implemented.

Oh, and de-leveling sovereignty one level at a time would be WONDERFUL.

+1 One very annoying although minor issue with the game, glad it has been raised again.
