| I have a t1 infantry commander leading less than 150 t2 infantry in one city and have the two stars for elite division enabled. I have the same set up in another city and it is telling me I do not meet requirements. Yes, I have necessary research in both. Who do I contact to fix this? |

Are you sure you don't have any other troop types or diplos mixed in with the elite division? If you do, it can't be elite. Also the commander must be in the elite division as well, and must be the same troop type. ------------- http://elgea.illyriad.co.uk/a/p/187558" rel="nofollow">  |

Delete the army and rebuild it. I've had this same problem with riding horses not functioning properly in elite divisions. I suspect it happens often with elite equipment, but it just isn't as obvious as movement speed. For lack of a better term, I've also had ghost stalwarts in empty divisions that later held axemen back, pushing the move speed down to 7. |
