yeah that kind of algorithm would be better rather than rescind all sov... 

I would add distance factor to sov de levelling algorithm. More distant sov claims should be delevelled prior to near ones, since more distant ones require more gold and research point upkeep.

With such algorithm I would lost only 1 lvl 3 military sov including sov building... Nothing serious.

I would add instead that they be ordered by gold/research (whichever is deficient) maintenance cost, within each group.

This gives a little finer control over the ordering of sovereignty calculations. e.g.
  • It still means that if you have an outlying basic resource bonus, it won't be chosen before a nearby diplo production boost.
  • But if you have a choice of (for example) military squares to downgrade, we choose the most distant one. By keeping to the groupings, we won't lose the square outright, because we're choosing L1 sovereignty claims last.

Revised list - downgrade sov squares in this order:
  1. Sov levels 3 and 2:
    1. No building present
    2. Diplo/Military production building
    3. Military production building
    4. Advanced Resource production building
  2. Sov levels 5 and 4:
    1. No building present
    2. Diplo production building
    3. Military production building
    4. Advanced Resource production building
    5. Basic Resource production building*
  3. Sov level 1:
    1. No building present
    2. Diplo production building
    3. Military production building
    4. Advanced Resource production building
  4. Sov levels 3 and 2:
    1. Basic Resource production building*
  5. Sov level 1:
    1. Basic Resource production building*
Within each line above, start with the costliest square for the depleted resource.

* Don't downgrade a square if it is boosting the depleted resource.
