About this I wrote petition #8700, I'm only writing the same thing here because it is kind of urgent.

In one of my cities I ran out of research points and all my sov was rescinded. My sov is still showing on the map and in the city sov view, but I get no bonuses from it and no upkeep is needed. I can't do anything with that sov spots. I tried to start claiming sov again, but I can't since it says "maximum sov level has been reached" I can't delevel it either. So I'm stuck with non functional sov spots around my city. 

Problem is that I'm now running -10K food per hour and I can't do anything about it except that I could raze my city buildings to lower the population, but I don't want to do that. With my old sov I was positive in food and barely negative in research points.

I also have a question, why all sov was totally rescinded? I was running something like -20 research points per hour and in some moon cycles I was positive. One level on one of my sov claims de levelled would be enough to get my RP back to positive. Something is seriously wrong in sov de-levelling algorithm. 

P.S.
Can you please also look at my old petition #7759. I can't build any building on empty spot in one of my towns...

Exodus would seem to be your cure to this problem (we've seen this too). It's better than 'losing' one city, and maybe the surplus from the one or two other cities that help prop it up.

I'm not exodusing 30K city on a good spot because of a bug...

I have the same problem in 2 of my cities.
Posted my first petition on January 27, it is still unassigned and nobody seems to care.
I posted on this forum and Luna closed my thread without giving any solution.

We are aware of the issues with sov de-leveling and are working toward a resolution that will help everyone at once. If your individual petition isn't getting a reply, that's why. Thanks for your patience.

I too have that problem and I'm not going to exodus either, it's another in a long list of bugs that needs to be addressed before anything new is released.   :(

Any news with this problem?
Almost 2 more months of negative food and slow training time have passed with no solution.
I shudder to think what will happen if the same problem occurs in another city.

They fixed some sov bugs a while back.  Have you tried reclaiming the sov recently?

I suggest you update your petition with a note that it has not been fixed.  They may think they fixed it.
