Since there does not appear to be a "Code of Conduct" for alliances I thought I'd ask this here.  An account is abandoned and was not in an alliance when it abandoned.  They have an alt, in an alliance, that is still playing, though not very active.  The abandoned towns are up for grabs are they not?

Ordinarily, there is no way of knowing (other than by keeping an ear open for disclosures) if an account is the alt of another. So I would say each account needs to stand alone when assessed.

Conversely, if we try to suggest that it's best practice not to attack an inactive/abandoned account that is an alt of an active player, it will be difficult to enforce, because the condition is not testable.

If an account is abandoned and is not in an alliance (nor has recently been in an alliance), then it seems to me to be fair game.  Of course, someone might object anytime one attacks anything, and then one must assess whether it is worth the trouble, depending on one's relationships on the server and the relative power of the objecting player and his/her alliance, as well as whether he/she has the backing of the alliance in making that objection.

In short ... you assess the risk and decide whether it's worth it.
