Are there more than two levels of Quests?

No.  Just two levels: trade quests and diplo quests.  More quest levels are contemplated -- it's been said that level 3 are military quests -- but they have not yet been released.

This means that it's wasteful to upgrade the tavern over level 2 for any reason other than to increase population.
