What happens to the underlying terrain if you capture a city that was moved by Tenaril's spell to a location?

What happens to the underlying terrain if you raze that city?

Can you "terraform" by convincing newbies to use Tenaril's spell to move cities to an area and then raze/capture them?  I know this part is impractical, it's a curiosity question.

If you capture the city, then the city resource plots will be the resource plots that "came with" the city in the Tenaril.

However, if the city is razed or deleted due to inactivity, I am not so sure.  I have seen some squares "revert" to their original underlying resource distribution.  I have not seen this occur often enough to understand the exact circumstances under which this occurs.  I think it may require the city to be razed or deleted, then another city built, then that city razed or deleted.  However, these circumstances are still relatively rare, so it's hard to nail down.

Reminds me of a question we pondered in our alliance.. do the squares flip-flop when Tenaril/Exodus is in operation.. do the resource plots on the square you are moving to backfill to the one you have just moved from...?

I recently put an army on a mountain with 7 food, so i assume it was because a city was there before. To have 7 food, it had to be tenriled, right?
