It would be nice if we could recharge these spells. If you can kill 20 people and 10 are sent then your spell isnt as effective for the next round. At this point you can leave it and deal or cancel it and deal with cool down. It seems to me that if it has charges you should be able to recharge it.

Why don't we just give everyone impenetrable walls and call it a day?  Every defense needs an effective counter, else the whole game will descend into stasis.

No he is saying that an attacking force need some go at getting an attack in, if you have an attack that kills 240 people leaving 10 charges then you just 'bump' it back up then it gives attackers no chance..a recharge time if you end the spell does this..
