Not counting draught horses, can unmounted units equip any horse or are they limited to just riding horses?

Foot soldiers can only equip riding horses, but I'm not sure about the discovery horses. Though I would guess discovery horses can only be equipped by cavalry units.

Draught horses can only be given to siege units
Riding Horses can only be given to foot units
All other horses are cavalry horses, and so can be given to cavalry units

When can I get horses for my foot units?
