Can you build more than one merchant guild and do they stack across cities? ie. is there any further reduction in the time to build each trader if you have 2 lvl 20 merchant guilds in 2 cities (besides the ability to build 2 traders at the same time)?

Same question for the Trade Office. Do they stack across cities since traders are "per player"? If I have a lvl 20 trade office in two cities then can I place 40 buy/sell orders (with the first research level)?
