Have suspended/inactive/abandoned cities randomly teleport on the map and go under the control of the nearby faction/NPC then players would get a chance at the towns and the factions would have a supply of cities( leave out -100 pop towns they just clutter the map)

Splended suggestion!
But why have them teleport? There's always a nearest faction - the time before conversion could be made to increase with distance to and standing with the faction.

(bold added to highlight)

I DO like that. Faction towns from abandoned accounts...brilliant!

I like it. Prevent abandoned accounts for being wasted by deletion and gives further incentive for faction diplomacy.

would be built in anti-siege mechanisms with the faction diplomacy. You wouldn't want to siege an abandoned town once it became under the control of a friendly faction, or else you would loose the faction diplomacy.

As well as create a reason to maybe fight against a faction for land even is the faction is in your region, currently as factions will be(from what i remember) used is as a extra defense in your region, which is all good, but this could create wars with them which could be quite cool

The towns should teleport to A give weaker factions towns and B the alliances in that area didn't use the town and others should have a chance at it.
