If I spy on a city and then several weeks later spy on the same city and the resources are at the exact same level as they were several weeks earlier why is that?  The resources are not the same as each other (ie. wood <> clay <> iron <> stone) so the player isn't out of storage, but the resources are not growing (or shrinking).

I've seen this in several cities.  These accounts are not marked as "suspended" but it seems like they have been "turned off".  Is that a game mechanism?

If a player hasn't logged in for more than 14 days their resources stop growing until they log in again.

What if they have a sitter?

If the account has a sitter then the resources will continue to grow, as everytime the sitter logs it's as if the original player did. Providing it's more often than every 14 days....

So it's true that if you're sitter to somebody and he doesn't log in for more than 14 days, but sitter does, resources won't stop growing?

Every time an account is accessed - either direct log in or by sitter, a new 14 day countdown starts.  If the account is not accessed by either method for 14 days the city stops producing new resources until the account is again accessed.

Note also the rules for system deleting an account which has not been accessed over various conditions.  I have seen accounts deleted in as little as 21 days or so of non-access.  Other accounts have remained for months - depending on a variety of factors.
