Tried to do something that seems like it should have worked but didn't.

Chose a site for a new settlement.

To make sure my settler wasn't prevented from the site, sent an army ahead to "save" the spot.

Waited until the army took position at the site.

Dispatched a settler to the site.

Once the settler was underway, went back to my troops, clicked on them and selected Send Resources.

Settler arrived at the site and founded the new settlement. Army remained in place, defending the new settlement.

Caravans arrived at the site and...dumped resources into oblivion.

Should the caravans not deliver their resources to the city? If not, could someone explain the purpose of sending resources to a troop encampment?

There is no purpose. It's a silly thing to do. You can send resources to most any spot on the map to enable quests.

There's no purpose to shipping resources to a troop encampment that I've heard of. Nice try on getting supplies to your new city in a timely manner!
