Nope, t1 thieves can steal anything that begins with a "b":  basics (including food), beer and books.

This information is shown in the research tree under the Theft research.

News to me, too.  I notice that the Diplo Help page was edited in April, 2011.  I wonder if this changed then or if I was always confused about it.

Slightly different angle, I've heard recent reports of Armies taking Gold.  The Armies Help page says only the 4 basics can be taken by an army.  The Armies Help page was edited in June, 2011.

I haven't heard of armies taking gold.  Does anyone have a battle report showing this?

Edited to add:  Army attack reports state that pillaged items are taken from "outside the city."  I had assumed that resources can be taken because they are outside the wall.  Wouldn't make sense for gold to follow this logic, but am interested to see if it's true.

Basic thieves have always been able to steal the "basic" resources.  It was more obvious when the layout of the resource display reinforced the distinction between basic and advanced resources, but it is still definitely established information.

The precise resource vulnerabilities (for both raiding and theft are) and for a long time have been documented on the wiki ( http://arcanum-illyria.com/wiki/Resources" rel="nofollow - http://arcanum-illyria.com/wiki/Resources ).

A lot of the common terminology that groups resources according to various sets of common behavioral criterion have also been documented on that page.  It is a bit of a relic and will be replaced by a set of pages and categories, but the data has been fairly complete and reliable since March.

The only thing that is not known with a high degree of confidence is whether direct attacks (not raids) can steal siege blocks.  I should probably conduct an experiment to establish that when I update the resources section of the wiki.
