Can Tenaril's spell now be used to move to a square that IS within 10 squares of a non-confed IF the city in question has claimed sov level 5 on the square? Or does the sov 5 exception only apply to cities moved by Exodus?

Also, can Tenaril's spell be used AFTER a city has used Exodus? Assuming the city was eligible for Tenaril's spell before the use of Exodus?

I cant see any reason you would do it in that order, you would build your warehouse to lv 20, wait 5 days for the research to complete, knock it down to 12 along with all other buildings and then use an insta teleport to preserve your lowered buildings? Seems an awful waste of time

Cause that allows you to move to a 7 food plot and then teleport it to a mountain.
