It may be due too lack of looking, but I have not seen an account delete button, and I have been noticing a rise in people asking about deleting or restarting their accounts. I think it seems like a commonsense idea to have that option, with a few days time to deactivate the account once begun. I don't really see much argument against having it. Thoughts?

You need to open a petition to have the account deleted.
