I think the number of people in an alliance should have a limit to around 75-100 otherwise as the game goes on a new player wont stand a chance in building up his city before being attacked by an alliance just out for war and plunder, in this way you will have more alliances but of a smaller number...

Every level of a consulate lets you have 5 more members in your alliance.

Trust me, getting an alliance the size of is not a simple matter, I dread to think 100 members.

We stopped activly recruiting friends at about 40 members because we had to dedicate one account solely to consulate upgrades.
