For clarification:
Population = Food Consumption
At 25% tax Gold production = Population x 4

This would mean that gold production per hour is calculated by (population * 16 * tax rate) right?
That would make sense because 16 * 25% = 16 * 25/100 = 4.
EDIT: Actually, looking at the Taxation screen, the "gross income" section is (population * 4), with the tax collected rate being equal to the (tax rate * gross income). This would make the equation for gold per hour be (population * 4 * tax rate) which would falsify the statement that income at 25% tax rate is (4 * population) because with this formula, the gold income at 25% tax rate would be (population * 4 * 25/100) = (population).
What's up with this? You're a GM, so I would assume that you know the game mechanics pretty well, but the actual data the game is reporting to me is conflicting with your statement. You imply that (population * 16 * tax rate) is used, but the formula (population * 4 * tax rate) seems to more accurately model the behaviour of the gold per hour trends. Clearly there has been a math error somewhere, but it could be either in the reporting of the calculation or the programming of the calculation. Therefore I must now ask: which formula is actually used?

yeh what Ryuuku said... max. gold income for a city is 4*CityPopulation... that's at 100% tax.

also if the gold production was supposed to be 16 per pop are we going to be reimbursed the gold lost over the year
