When leveling a commander, when you add to the divisional attack bonus, are you increasing the attack value of that type of unit in the division or the effectiveness of the division vs that type of unit?

I believe it's the first thing: attack value of that type of unit in the division.

This is not to be confused with the defense bonuses, which are applied to the whole division but only against attack by the specified unit type.

Yes it is the first thing.

If you have, say 100 cavalry and you upgrade a further 1% (1 level), then the division will act as if you now have 101 (for attacking only), but only for those kind of units. in the same example infantry will not be affected.
