Dropping sovereignty is inordinately difficult.

First, you "cancel sovereignty."
Then, you wait until the sov level is down by one--it keeps dropping.
So you "claim sovereignty"--and it starts going back to the original level.

You have to completely drop sovereignty one more level than you actually want, then bring it back up again.  Not only is this a pain, it takes way longer than it should and costs you a building level you weren't prepared to lose.  For example, dropping from Sov V to Sov IV takes 5d (to IV) + 2d (to III) + 2d (back to IV) instead of just 5d (to IV).  If you aren't around right when you hit Sov III to start it rising again, it takes even longer...2 more hours for every hour you delay.

More shenanigans occur with structure levels as well: you can't drop structure level if sovereignty is currently falling (or at least being dropped intentionally) and dropping a structure level fails upon completion if you start dropping sovereignty while the structure is deconstructing.

Can we please have something better?  Either make level drops stop at one level (and not require gaining or balanced sovereignty to complete deconstructions) or offer a "cancel claiming/dropping claim" option (renaming "cancel sovereignty" to "drop sovereignty" for clarity).  Structure level drops should definitely drop only one level at a time, though I think that may already be the case.
