I think the AI should have some very long term memory about lost cities. There can be no clean slate after Genocide. Capturing of cities are not as bad.
For example: 1) Player 1 has a base relation of 0 with Faction A. 2) Player 1 razes one of Faction A's cities. 3) The AI will remember that practically forever, Player 1's base relation will now be -5 with Faction A.
Basically something like: Razing a city, -5 base relation. Also, giving a -15 or whatever you got planned to the dynamic relation. Capturing a city, -3 base relation. Also, giving a -9 or whatever you got planned to the dynamic relation. And the player's base relation would also be averaged into the relations of whatever Alliance they are in, bringing the average down.
Of course, in retrospect, there should be a way for players to gain back the lost base relation. (No going higher, unless that is already planned.) 1) Massive bribery/tribute? By massive, I mean massive, and that is just for each 1 base relation point. If anyone else tried to steal from the city it was sent to and not get caught for it... or if they catch you or your alliance mates stealing from the city where the goods are sent to... They will say you are being a sneaky bastard and not be persuaded by the bribe.
2) Substantial defensive backing against sieges on their cities. Basically, if the player is on friendly enough terms to reinforce the Faction, send at least half the strength of the city defense and also have to win that siege. (Siege actually has to be strong enough to threaten and take down that Faction City. You know, can't be cleared by 1-2 single cities sending its forces.)
Conditions provided to prevent abuse, but also allow for other players to screw with your relation redemption.

good idea but i do think that is how faction ai probably work
though a bit curious whether it will be for each player or alliance
