Aside from settling on top of a desired type of terrain and away from anything that can generate a 28 page topic, what other considerations are there?
 
Is there some ideal distance from your existing cities?  I've seen players with a 2nd city adjacent to their first.  This makes sense to me, because it would be easier to assist the 2nd city.  Are there any drawbacks to this?

You mean, right next to each other? Sovereign squares.  Unless you don't plan on utilizing it.

either put your city next to yourself or next to a trusted alliance member so that your new city can have protection from someone.

or you could settle on a really good plot of land and simply wait until the free move comes...

Aye random is correct, the best spot is one with 7 farms, you always need food
