I've been attacked by a few diplomatic units now I have an idea who it is but this time instead of the units returning it just disappeared does any1 know why that is? I have a city wall and have researched Counter Intelligence, was it this that stopped them or are they still in my city working and advicing the person who sent them?

Diplomatic units don't appear to your player on their return journey; they are more sneaky than that and don't want you to follow them back on the map to their city after you know what they have done...
 Of course yours are just as sneaky  |
