Yes, it is true that you can't talk or send IGMs until a population of 25. This was done to deal with some particularly persistent trolls. Building up to 25 adds a bit of a buffer which gives the GMs time to spot and ban problem accounts before they... become problems.
In terms of assistance, when you do hit 25 pop definitely get in GC- people are extremely helpful with resources. Indeed, I have some on the way to you already :)
For tips and tricks- illy is a fairly forgiving game. Most things can be undone. One exception to this is your tenaril spell- you only get one. I recommend hanging on to it until you've got some experience and advice specific to your circumstances.
One of the big early choices in Illy is whether to join an alliance and which alliance to join. You can move alliances, so this isn't set in stone, but it can significantly influence your experience in the game. I recommend joining an alliance around the time you hit 450 population as this is when you can place your second town. I also recommend joining mid to large sized alliances, as these will be able to more adequately support your growth.
You can also make a second account- there are different ways to use this, and the best solution will depend on your playstyle and needs.
Finally, there's an unofficial discord run by a player called Zenrath. If you use discord, it's well worth joining. Send him an IGM and he'll be able to invite you.
