I'm interested in playing this game but I have some questions. Does race boosts matter that much? I was thinking of playing as a Dwarf but I read that the speed movement of elves is OP. And now I'm torn between these two.

In my opinion it is mostly banter.

Each race has its own up- and downsides. They are usually only around 10-20% though - thus in my opinion not that important or a game-changer. Elves are good, but Dwarves have their upsides too (good and fast infantry, faster Catapults (Ballista))

It also depends on what you want to be doing in the game. Many of my friends and enemies play PvP, where all the races excel in one way or the other. 
The Dwarf will be superior in mounting offensives with their strong infantry being able to thwart off defenders inside a town no matter the terrain type. Whilst also having strong spear units at their disposal to defend the siege camps. And when planning operations the speed will not matter too much, as everyone are timed to land at somewhat the same time anyway, hence you just have to send out the dwarven armies a bit before the other races send theirs. In my opinion, the dwarf offers a lot of versatility to the pvp aspect of the game and provides many options as well as really great ratios when attacking NPC too.

The Elf is like you say fast, they have the strongest Bow units and are a must have in any well planned siege or defensive maneuver needed. Offensively they tend to not be as good as any of the other races except for the speed which can prove to be important in situations where only the elven forces or human t1 cav will be the only troops to reach in time. 

Also elves get some nice benefits for herbing. Dwarf for mining. 
And several other things too. Too much to talk about. 

Still  you are allowed to play two active accounts at the same time so could give both a shot :)

Both Thirion & Josh are right. Illy is a great game and I'd recommend giving it a go. It's a game that allows for folks making mistakes and pretty much any mistake can be recovered from.

Welcome to the forums , and i am glad you are considering joining the game. 

To answer your question, Race boost does matters. But it matters wayy more at the higher level of PvP and gathering/crafting play than in newb ring where new players are still learning the game and finding their way (or players who are just casually playing). 

I'd personally recommend you go with Elf race if you are freshly starting out. Its not only the most beginners friendly race , but arguably one of the most useful race to master as well. I'd give couple of reasons but main ones are :

1) It has the fastest diplomatic units (Spies, Scouts , Thieves).
2) It has the  fastest and arguably the best cavalry in the game (Marshals and Swiftsteads). Your primary offensive units. They kill things at a very good ratios.
3) it has the best Archers which are also quite cheap to build and sustain for newer players. Not only they are your best defensive units , they are also moderately good at attacking.

Because of the reasons i mentioned above , You will be able to participate in events like tournaments quite easily thanks your race speed and how cheap it is to usually make. 

Now Dwarves are one of my fav races to play but i would argue they are one of the races which is better in the hands of an experienced players. So i am not going to downplay it, they are the most crucial race to have in every Military alliance (or any alliances in general) But i wouldn't recommend it for newer players, Reasons being : 

1) Their units are very very slow. 
2) They are much more expensive to build and much more costly to sustain for newer players. 
3) Their cavalry units (which are the primary offensive units of the game and the most beginners friendly units as well) are the worst in the game. The points per hour they generate compare to the sustainability for newbies is just isn't worth it. (In Short , they suck).


Before i end my advice though , i want to mention that every race has its pros and cons. So Elves isn't a perfect race either ( ̶O̶r̶ ̶i̶s̶ ̶i̶t̶?̶). All i am saying is , races like Orcs and Dwarves might be the best races to play when it comes to Military , sieging people etc etc. But their units and cost and sustainability is just not recommended IMO for newbs. 

But another best part is , that you can have 2 accounts in this game. So why not try both races? At the end of the day , whatever race you find fun at roeleplaying or just playing with , should be the best race for you!

A very good article has been written about what the best race for newbs interested in pvp is.

Having said that, all races have their upsides, and if you don't give a stuff about pvp, then it really doesn't matter. Human is the most common race in the game despite it's low ranking in that list.

Each of the races has a notable military advantage except for Humans

Human cav has higher attack than the Elves and Orcs. However the Elves are quite a bit faster raising the argument that theirs are the best. Speed is huge in tourneys and very important in defence vs enemy sieges (attacking the enemy camp in time to save a besieged city)

Elves also have strong bows which is a defensive asset and an underrated offensive asset. The main defensive units are spears with weak defence vs bows and bows with weak defence vs cav. This allows an Elven player to attack with a combined bow/cav army. According to battle calculator an Elf 50/50 attack on a Large mountain will do better than Human and Orc heavy swords vs Kobold spears and nearly as good vs Death Dealer ranged units. Meanwhile the Orc and Human heavy infantry march at 5 sq/hr to the Sentinel bow's 10 and Marshal cavalry's 17. Only in forests and vs heavy spears does the Elf combo attack suffer and they still have their speed

Dwarf infantry are rather epic. Their heavy infantry march at 7 sq/hr with only the Elven heavy infantry and Dwarf Axemen faster. However the Dwarf Stalwart has a massive attack and training speed advantage over those speedy Elf Wardancers. Basically the Dwarf infantry dominate all the others in at least one attribute, and usually two. (speed, standing army power per upkeep cost, training speed) This makes them the most powerful attacking standing army on any terrain but plains where cavalry rule... and if the army defending on plains is set up to fight cav arguably the Stalwarts will rule everywhere with only the (big) disadvantage of speed. In this Axemen are underrated as they have nearly the same standing army size per upkeep as Stalwarts and are nearly as fast as Elven Sentinels at 9 sq/hr

Only the Orc Fangs match up with Stalwarts on two attributes, being training speed and marching speed. However their low attack per upkeep cost means their standing army size is about a third less than the Dwarf infantry

Still, Fangs are arguably the secret weapon of the Orcs. They don't have good upkeep and thus standing army size appears to be their pitfall. However they train attack almost as fast as Stalwarts and defence roughly equal to Kobolds and Sentinels. If the action is in close you can use your whole Fang army to attack an enemy siege. If it's far away you can use your whole Fang army to defend a siege on an enemy town. The versatility wipes out the standing army disadvantage and once a war is ongoing they train fast for all purposes
