As a result of many of the issues faced within the recent siege quest, I feel that ironing out a robust framework for future quests is extremely important. 

Because this is something that the community at large should be willing to commit to, allowing for community feedback on any framework seems highly appropriate. Below you will see my proposed framework; it's designed to broadly accommodate any formal inter-factional pvp event so the guidelines are fairly general.

The chief aim of this is to promote flexible, fair, and clear rules in faction play. The use of a neutral referee is of particular importance in my opinion.

Proposed framework for the running of inter-factional quests, such as siege quests.


  1. A referee should be appointed by mutual agreement for the quest. The refereeā€™s purpose is to ensure that the rules are adhered to and, in cases where loopholes are found, to make rulings on the validity of loopholes.

    1. In the event of rules being broken, the referee may ease or strengthen any limitations as they see fit in order to compensate for any advantage gained through rule breaking.

    2. An agreement should be made on whether the referee should enforce rules as written, or rules as intended. This is to give guidance on the level of loophole exploitation that should be permitted.

    3. Both sides should be able to discuss strategy for the siege quest with the referee, which is to remain strictly confidential until after the siege quest has ended.

    4. The referee should be informed of all alliances involved in the siege quest.

  2. A deposit should be placed by all alliances involved with the referee. The deposit amount should be set proportionately for each alliance, with larger alliances paying a larger deposit than smaller ones.

    1. Should an alliance breach the rules, their deposit may be taken in whole or in part by the referee and given to their opponents in the faction quest.

    2. Deposits should be returned by the referee within 7 days of the  faction quest ending, unless there is an ongoing dispute with regards to rules breaking.

  3. An agreement should be reached on whether war should be declared as a part of the quest.

  4. The final draft of the rules should be confirmed by both sides of the quest. It should then be posted on the forums by the referee unedited.

  5. The rules should contain the following:

    1. Starting date; this could be the day that a siege is supposed to land or be launched, for example

    2. Ending date; this should define the point at which a quest is deemed to have expired. The result in the event of a quest expiry should also be stated

    3. Limitations on strategies, such as square blocking or elites

    4. A clear statement of what the goal of the quest is

  6. While arguments between opponents, with accompanying name calling, should be permitted, threats of retaliation outside of faction play should not be, whether in public or private.

  7. Victory should be declared by the referee, in the same forum thread as the one that the rules were posted in.
