There should be an option to abandon your own city.

We did consider this, but objections were raised about certain circumstances...
For example, many players want the "thrill of the kill" (or the sense of extracting retribution), and so expressed a desire that (for example) cities under siege should not be allowed to be abandonded. Then there's the question of - if a city is about to be captured, a player could abandon it to deny the attacker the ability to capture it - and if the attacker didn't have his own settlers ready nearby, then they'd be denied their victory.
Then there's also the question of "what happens if you abandon your only remaining city".
And suddenly it all became more complicated than it sounded, and so was shelved for a rainy day, where it remains.

So, don't allow abandonment while under siege and while stuff is incoming.
Also don't allow abandonment with the last city.
You can have those conditions right? Cause you know, with the upheaval going on and the new 'nomad' thing coming in, it might just be cheaper/less hassle to totally abandon(raze) said city instead of moving it.
