maybe cities that are capitals that have 0 pop. and have never hat more than 0 pop. could be destroyed totally by siege.

i know kumomoto we don't need another long one like that.
In my opinion though your is a good alliance and it shouldn't be complianed about as much.

Maybe there could be a built in check. If a user only has a single city AND that city has been relocated AND it has had zero population for x number of months, it just disappears.

If you destroy their city it just goes somewhere else  and can still get in the way. Eliminating them would free up map space.
