Outposts

We need outposts. A 'fort' for each race.

Here's some ideas:
It would have some form of defensive bonus, on top of terrain type.
Decrease city range of influence to 5 from 10 squares. Outposts would be necessary to increase this.
Outposts would have to be manned by an army of any size to be 'activated'.
Outposts would decrease sov upkeep past the 1 square away base.

It would also be awesome if outpost could be reinforced by allies, and  army/s in an outpost given orders same as in city (as in go somewhere and do something besides back 'home') and the outpost also had some rudimentary functions like storage and upgradability.  Also, can bunk diplos. It would add some interesting dimensions to drawing a clear picture of an opponent's strategic position.
