Build a runemasters grounding. You can kill 1000 thieves with 1 level 20. Cast your spell then destroy it the spell stays intact. If you kill off the attackers you will have to rebuild it to get back to high level kills.

I like Wartow's idea. That is a real nice way to balance out the diplo defense some. And the diplo defense definitely needs some balancing out. It needs more than just this, but this is a great first step.

The runes, glyphs and wards need to made more powerful. when 1,000's can sneak in, 400 dead are peanuts. It is slanted in favour of the attacker unless a powerful diplomatic defence is in place. However, since cities specialise in diplomatic units, the only time they might have trouble is if they run into a diplomatic city. It is all very much in the attacker's favour.

We all get our runes up to stop the small time diplo events. However, against larger foes they barely make a dent in the numbers of the opposing force. What if...
The defending city has researched interrogation and, The number of diplos killed is more than half of those that survived then, The defender would learn the identity of the attacker. Example #1: 5000 thieves are sent to a city. A rune is triggered and 100 thieves die. 200 of the remaining thieves must dispose of the bodies of their fallen comrades to avoid being identified. The remaining 4700 thieves are left to face the diplos in the city (or for looting). Example #2: 300 thieves are sent to a city. A rune is triggered and 100 thieves die. The remaining 200 thieves must dispose of the bodies of their fallen comrades to avoid being identified. No thieves remain to face the defending diplos or to loot the city, but the identity of the attacker remains unknown. Example #3: 150 thieves are sent to a city. A rune is triggered and 100 thieves die. The remaining 50 thieves can only dispose of 25 bodies of their fallen comrades. No thieves remain to face the defending diplos or to loot the city. 75 bodies remain outside of the city and the identity of the aggressor is revealed. Example #4: 100 thieves are sent to a city. A rune is triggered and all 100 thieves die. There are no remaining thieves and all bodies remain outside of the city and the identity of the aggressor is revealed. Just some thoughts... let the community refine the ideas!
