I think you are looking for the blockade tech:

Blockade25001d 6hrRequires Barracks at lvl 15 
Blockading an enemy city allows your units to hold position outside the city gates, with a high chance of intercepting incoming and outgoing trade caravans.

Yes.  I have indeed read the blurb on the tech screen.
 
My question is more specific.  Can I send an Army to Occupy a square that has a city on it?  [I am unclear if "hold that terrain" applies to City squares, too.]
 
If I can Occupy a city square, will returning caravans be destroyed?
 
Will returning armies be forced to engage in combat with the occupying army?

You can occupy a square with that command.
It isnt a substitute for siege.

Occupy Territory 100 2hr 30m Requires Barracks at lvl 5 
Allows an army to march to a position on the map and then hold that terrain for a period of time.

At the risk of getting busted by the Posting Poilce for posting too often on the forum...
 
May the Occupy Territory command be used against a City as well as Resources?
 
I.e., sending an Army with the Occupy command to an enemy city as a substitute for a seige.
 
And I apologize in advance for participating in the forum instead of being a lurker.Embarrassed
