Looting from an inactive is called "farming".  It is a very common practice.  It is also very common to raze or capture cities of inactive accounts.

Then new player has the possibility to relocate, which probably would benefit both.

Thieves/looters don't get anything from abandoned accounts.  I doubt you'd gain anything else of use either, since they'd not have troops.  The only value is in clearing the space.

It's less an issue with the city move spell.
 
Also, most new accounts become inactive before the bubble comes off.  Which makes for a quick clean-up of the neighborhood.

Strange rule if it is as i dont think many players would like a new city springing up next door, let alone right next to your city. 
I think that would create a situation where players could get fed up and siege them if they land on a Sov spot they were going to claim. Glad i have all mine taken care of Big smile
