I can confim that the Deception skill and mechanism is actually ingame already, just not switched on yet, for precisely the reason Dogbert has outlined.
We're probably going to hold off release of Deception and it's sister-skill Fanaticism (where captured diplo units attempt suicide rather than reveal their sender) until a balancing mechanism (probably in the Scrying school of magic) is in place.

The way to counter it is simple - if the mission fails, its revealed as being a failed mission by the person who sent them.

Killer Poodle is right, i think it may be on the dev list. Dogbert there is no way to counter this kind of operation....yet. Perhaps an extra advanced spy will be able to be sent to the 3rd city and discover that 1, 4 and 5 are enemies of 3 and are trying to ruin 3's reputation. 1, 4 and 5 being cities that have mis-directed intelligence to 3 in the last week

mmm no go in my opinion.
it's a chaos bringer, like a green light to any kind of operation... there is no way to regulate or couter this.

Send off your diplomats on a special mission to a target city.
Upon reaching that city, they are captured/identified upon success - and "reveal" that the "attack" came from a third city.
This can be done with any sort of diplo unit, and along with "covert actions" can even be used against those in the same alliance.
