Well i tihnk otherwise and have given my reasons why.

What you are saying is settling on food sq's so it is ofc obvious your city will apply the terrain type and what is on that sq.  Im am talking about moving A CAPITAL to a food sq

seriously.
you can have 9 other cities on food squares.
you  can also do well whit a city whit 5f 5w 5c 5r and 5i ( if yer human that is )

thats just it, its not an unfair advantage,  EVERYONE can do it (if they haven't moved their cap already). Cant be exploited cos it can ONLY be done ONCE

I would understand during the great migration period, why you were unable to take on the new terrain BUT that was due to the fact you could move ALL your cities.

What i think could of been done is, the players capital being the ONLY city that can take into consideration both the terrain type and what is on that terrain sq

well going for a food square in your early days would give you an unfair advantage over others...
the GM would not let such an exploitable hole in their work..

of course i noted what was written in red, and it is obvious the underlying resources should move with you, but those underlying resources should reflect the new sq settled upon. 

Like i said it DOES NOT exclude the terrain of the sq SETTLED on. If it can take into consideration the terrain type then why can it not also take into consideration WHAT is on that terrain type since it is also part of the terrain attributes.

Bartimeus also said it was FOR COMBAT PURPOSES, BUT it does not say "ONLY" which only proves what i said even further.
