Yes it says for combat purposes, it does not say ONLY for combat purposes.
 
Now that you mentioned "for combat purposes" this should also include the plots since it is for combat purposes of moving to a specific sq.
 
For myself, i moved to the sq to increase food production which inturn will give me the option to increase taxes to either increase military or diplomatic troops (both options for combat purposes) or supplying my other cities and fellow alliance members with food (can be due to combat purposes) or max pop my city without having my food or taxes being alot in the negative (if at all). 
 
So saying it is for "combat purposes" does not accurately reflect this at all.

6. WHAT HAPPENS WHEN YOU MOVE
Your entire city - with units, underlying resource distribution etc - moves to the new location.  However, for the purposes of combat resolution, your city will now take on the new attributes of the terrain you have settled upon. (ie if you move from mountains to plains, for combat purposes you are now treated as living on plains)

Your city uses the new attribute for combat resolution, but keeps the old rescources distribution. It's annoyed must of us as well...

I have recently used my capital spell move and settled my cap on a +7 food spot with a several surrounding food squares, cos i was under the impression that your new capital will take on the new terrain settled upon

I do note that there is a ie. but it does not exclude the fact that the sq you have settled upon should not take effect as well, it says in the paragraph "the new attributes of the terrain" it does not say "ONLY the terrain type you have relocated too will be effected" new attributes refers to more then one thing.

The only buildings that would be effected are the b.res buildings, since the new location will have different numbers for ea resource.
Yes it will effect your pop, but it wouldn't effect it by extreme measures (unless i have miscalculated pop on basic resource buildings).

What i dont understand is why it is only the terrain located too and does not include the settled terrain like it says in the paragraph that is effected.
