I am sure that most leaders will want the final say on the greater issues, but a diplomat of sorts could handle most of the smaller incidents and take some of the load off of the alliance leader. Merely keeping them updated.
In addition, perhaps either this person or maybe a communications officer of some kind, can also follow trends related to diplomatic concerns and or alliance related news from the various sources like GC, the forums and and perhaps even collect intel from players who have received IGM's. Thus providing much greater information to upper leadership for proper decision making. That, and you may even be able to head some issues off while they are still relatively small and more manageable.

Rill, I like your suggestion to have a specific contact for outside players to bring concerns forward dealing with the alliance. I think most mid to large size alliances should have this, smaller alliances it is pretty much a given to just contact the leader.
I think one step that alliances can take to ensure cohesion is to regularly send out alliance mail and keeping in touch will all members. Regular communication can show problematic signs earlier and alliances shouldn't be afraid of kicking members who aren't obeying the alliance rules or communicating well.
There is a certain responsibility that every alliance needs to maintain, and as the alliance grows larger, that responsibility grows. ((Something like: "With great power, comes great responsibility" LOL)), but seriously alliance leaders will always be held accountable for the actions of even the pettiest of members.

Celebcalen, I offered only an example. I was asking for people's suggestions of best practices. I agree that my example will hardly solve every communication problem in Illy.
I look forward to you adding your suggestions about how people can do things better as well.
