After biomes, regions and faction seeding has been done on the map - a few weeks, probably.

The first person there gets the move, and then the second player won't be able to move there - he'll have to be at least 10 squares away, unless the first player is in the same alliance.

Yes, the rule is that you cannot set up a city within 10 squares of another player who is not in your alliance. If they are in your alliance, you can set up next to them if you wish.
