Maybe it was the site of a former terraform.

I see (https://elgea.illyriad.co.uk/#/World/Map/68/697) it as 5-5-5-5-5.  But this spot (https://elgea.illyriad.co.uk/#/World/Map/66/698) and this one (https://elgea.illyriad.co.uk/#/World/Map/63/697) are 5-3-5-5-7 as one would expect.
