All those advanced materials can only be found in your towns inventory (not in the resource bar).
You can go to the inventory, if you point at the "Town" button (the tower) and take the right submenue "Inventory" (two pages). There you can choose minerals, and there they are... Alternatively, you should see the minerals when going to the trade order screen (means, when you're sending stuff to other towns). They should be listed far down in the list...

With minerals you can train miners (which will harvest rare minerals),
or you need them for crafting certain equipments. For further info try Luna's Help Topics on Gathering and Crafting in the official help (here in the forums), or just ask again

If you don't have available rare minerals near you and don't want to make miners, another really good use for basic minerals for new players is to sell the minerals and buy other stuff you need, like basic resources, books, and materials for making troops and diplomatic units. If you don't find any buy orders for basic minerals at your local hub, try mentioning in global chat that you have basic minerals available for sale or trade. Or look for people selling crafted equipment in global chat (like Arctic55) and contact them to see if they are looking to buy basic minerals.
