When moving or settling a military city there are many things to take in some of the most important are: You want your city to be surrounded by plains because cavalry (the fastest moving Military unit) will most likely be sent by allies to clear sieges and cav gets a large bonus on plains while defensive units (spears/bows) don't
Also you want to try and get your city on a 7 food mountain. That way your troops will have a bonus while defending from clearing attacks. To get a 7 food mountain you will most likely have to terra form. Guides you should read: |

Archers Field: high wood, low iron
Cavalry Parade Ground: low wood, high clay Infantry Quarters: high stone, low iron Spearmen Billets: high clay, medium iron |
