Library Research - Shift of Focus technology

   Create a new city research that allows the library to shift the  2nd 
research in the queue to the current search without loss of progress.

With plenty of new researches that just went live you will eventually find yourself stuck with a ongoing research that takes more then a day to complete, but now your strategy has changed and you would like to research something else that takes considerable less time.
Since there's no fast way to complete 
them with prestige what so ever, so at least you can shift the focus to a
 technology that you are in need.

Additional ideas (in case you don't want it so easy):
To use the shift of focus you should supply the library with some amount of a new resource called papyrus that is consumed upon use.
The shift of focus technology could have tiers where the highest tier takes longer to research but looses no progress when shifting, and the lowest tier looses a percentage of the current tech being researched.
