Maybe a new specialist building (the ones that have an upkeep) would allow buildings to go above their max level. Call it something like the Palace or Parliament or City Ordinance Office or somesuch

2 building levels per level of parliament; raise building level limit by 1 for every X levels of Parliament(X=4 would allow level 25 buildings, X=5 would allow level 24, X=6 23, etc.)

so a level 4 parliament would allow you to build a total of 8 levels on buildings in your city above 20, but they would still be stuck by a cap of 21-22 or so. a level 20 parliament would allow 40 levels above 20, but again be hit by a cap at 22-25 (depending how many that'd be best to balance on).

The building itself would need quite high maintenance, be limited to the capital and would need to be exempt from it's own bonus.

It's simple enough that new players can grasp the concept easily, and promotes decision making in choosing which buildings get the extra levels as they become available.

this is an awesome idea
for new players of course capital is they're biggest city
but not nessesary for elders if this gets implemented they would be to once they could have lvl 25 flormill and farmyards so 10% more food and also 7.5k more food income would alow an enormous capital and ex: if the capital have a lot of cav's they would be instead of 30% 15%... it would be 40% 20%... so they could have 70% discount on cavalary
making capital much more usefull than other city's

in a 5 plots there would be:
5(plots)*2000(lvl20 farmyard)*1.4(flourmill)*1.25(tax rate)*1.16(spell(8%*2(lvl20 geomancer)))*Y(sov)
5*2000*1.4=Y*20.3k/h
if it is the capital it can grow up to:
5(plots)*3500(lvl25 farmyard)*1.5(lvl25 flourmill)*1.25(tax rate)*1.18(spell(8%*2.25(lvl25geomancer)))=Y*38718,75/h
it is a difrence of:   Y*18418.75/h

now it depends on the sov bonus so for some 30% would already be ~24k more than the original lvl20 city

i totaly agree with the idea but if somehow people don't realy agree i sugest capital have a boost in the tax rate and instead of the original formula:
tax+production=125
i sugest the capital gets:
tax+production=150
this would help newbies a lot so as big citys that would have 1.25 multiplier to they're food production (so as all other resorce)

Of course, you'd have to demolish back to L20 before you could change capital.

That sounds like a good idea to me. It would actually make capitals valuable.

Other things that could help do that:
  • A small percentage of inefficiency to city production based on distance from the capital, starting at 30 squares, and reaching maximum penalty at 100 squares. (0.5% at 31 sq., 5% at 100+ sq.).
  • 1 extra building plot (not a resource plot) for the capital. There could perhaps be a small gold upkeep for any building placed on this extra plot, based on the building level. (Should perhaps require a new tech available to any city, but only usable by the capital.)
  • Ability to "upgrade" units to a special Palace Guard type. They would exchange most of their attack and movement speed values for higher defense values. (Edit: This option would of course only be available in the capital.)

I wonder what would happen if... Capital cities were allowed to advance their buildings to Level 25?

Edit: maybe L22 would be more balanced.
