Mandarins31 ~ Identifying who's in and who's out shouldn't be too difficult.
I think it should be the responsibility of the inhabitants of each region to keep track of who's who.
Preceding Alliance name & ticker and capital/municipality names with an indicator should be sufficient. I've named my first alliance "T_Meillan Occidental" with the ticker T_ME1

I've also preceded the name of my Capital with the 'C--' which indicates it's a TIFFS city to be left alone and you've just reminded me to rename my two municipalities.
Basically, if a city name is not preceded by the 'm--' then don't attack it. And if you do intend on attacking, maybe work out some details with your intended target before going ahead.
It's important to remember that, at this point, TIFFS is theoretical; as soon as it becomes 'experimental' those brave souls willing to jump in will work out the kinks as we go along.
