Squill ~ Good question.


"Without notification" is to not let TIFFS know you're no longer a part; ergo, you're still open to attack.
Notification, I think, is necessary.


A member who is not currently involved in a conflict should be able to leave immediately. 

But is the person in question joining to launch an attack then immediately quit to the safety of GC?

The next question is what are the rules of re-joining?

Should continuously weakened players allow a person to quit, strengthen up then rejoin with a massive fighting force?  Hell, no.

Maybe a TIFFS council vote would be in order; but then, how would a TIFFS council be operated?

Maybe the current inhabitants of that player's region should vote on it.
If that person has grown significantly while out of TIFFS -- and intends to bring those resources to benefit the inhabitants of that region -- then maybe the inhabitants of surrounding regions should be the ones to decide.

This is a tough decision to make but I definitely think the circumstances of the moment should be weighed if / when the situation arrives.


P.S.
Please remember that I'm not claiming dictatorship over TIFFS.  All rules should be suggested, formed and agreed upon by persons who are interested in taking part.


Any suggestions?

With regard to hit-and-run issues:Why not make presence in TIFFS have a minimum duration and designated withdrawal time?  For example, you must be in it for 1 month and can only leave on Sundays after having not started any new conflicts for 7 days.  Players who do not observe that rules are considered still open season until the first Sunday at least 1 month after joining and 7 days after picking a fight.

That would simplify the process of determining what is an appropriate withdrawal and avoid confusing/bureaucratic deliberations while still preventing sucker punches.

HonouredMule's suggestion is probably the best standard entrance-exit policy but it doesn't cover the potential of some leaving to power up before re-joining.

A slightly-but-not-too complicated option has entered my mind. To re-enter TIFFS, the returning player cannot have a population more than the average pop of the target alliance or region.

Anyone who isn't serious about wanting to be a part isn't likely to demolish a few buildings to bring their pop down far enough to rejoin. It would weed out the abusers.

As a Utopiast (anyone seen the name of my capital?), I want to say that I have no objection to y'all waging wars of words on global chat.  As long as it's all in good fun and the TIFFs are clearly identified in some way (on their profiles, perhaps?), then y'all can rant and rave as much as Illy's chat policies permit.

I would only be concerned if a TIFF were to get in an ... errr ... tiff ... with a Utopiast.

As long as it's all in good fun, I'm sure it will be highly entertaining!  Would I be allowed to heckle and or cheer?
