As for the so called community court, this is largely an illusion. If a player behaves in a way that other players find reprehensible, and people become aware of these acts, then some players may respond to these acts. Short of attacking a member of my alliance, one of my friends or picking on new players, I personally do not get involved in other peoples game. This is true for most Vets. 
If a player behaves in an unacceptable manner and is not competent at diplomacy, that player will probably get wiped out, but only if the victim of these acts makes others aware of the situation, and if the victim is able to  use diplomacy to persuade others to help.  
The status quo seems to be working just fine

I tried to use the regions for something, this plan will now be put on ice till moving cities or something else.

For now the regions mean nothing, its like we just had a giant country,

I think Kur brings up a good point about how Illy as a community deals with those who violate community standards (such as a vet attacking a new player).  It's interesting to think about how we can do that better.  However, I don't think that introducing countries would be an improvement.

What other ideas do people have? Or is everything just fine as is?

what you are proposing is a regionally specific alliance, which will not be fully feasible until a more robust version of town move comes out (if it ever does that is)
We were close to this situation back during the great relocation last year, but the problem with this concept is that there will be randomly appearing new players who wish to  NOT join you, and more importantly, as a regional association, there is not benefit or impetus to join for players who have already moved their towns. Your new recruits would be limited to those new players who randomly appear in your lands and want to join or new players elsewhere who are willing to move to your "country". Either way your recruiting would be severely limited.
