What Tech is required, if any?
 
What Building is required, if any?

Check that.  I found the Alliance tab under Options and it actually answered all q's!Big smile

There is a long-promised Help fule on Alliances in the works.  The alliance mechanics are quite complex - permissions, roles, heirarchies, invites offered & withdrawn, maximum alliance capacities, alliance hopping cooldown, states of NAP, Confederation, War & Neutrality, not to mentioned Taxation and the Alliance Coffers, and we're shortly adding Alliance reports where alliance members can pool all their diplomatic, combat, trade and scouting data into one resource for everyone to use.

So a guide is very much needed.
