At least partially a bug. If you send ordinary vans to harvest new resources, they return disappointed or harvest whatever ordinary resource happened to be there together with new stuff.
Many map squares do not offer to send ordinary vans to harvest ordinary resources. As a quick and dirty workaround click on any square offering harvest, you browser shows a harvest at x|y page. Edit x and y manually in the address bar (aka location bar, omnibox, onebox, ...). Click on the modified address (URL), after that you should get the harvest page for the modified coordinates, i.e., the address bar and the content of the page should both show the modified coordinates. Finally send one or more vans...
